The People's Committee of Ca Mau Province and FPT sign the cooperation agreement on digital transformation

Hanoi, May 17, 2023 - The People's Committee of Ca Mau Province and FPT Corporation have signed a cooperation agreement to promote comprehensive digital transformation, aiming to make Ca Mau Province one of the rapidly developing provinces in digital transformation with three pillars: Digital Government, Digital Economy, and Digital Society.

Attending the event on the side of Ca Mau Province were Mr. Huynh Quoc Viet, Alternate Member of the Central Party Executive Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee; Mr. Nguyen Minh Luan, Provincial Party Committee Member, Vice Chairman of the People's Committee, as well as leaders of provincial departments and agencies.

Representing FPT Corporation were Mr. Nguyen Van Khoa, CEO of FPT Corporation; Mr. Tran Dang Hoa, Chairman of FPT Information System Company (FPT IS); and representatives of subsidiary companies, boards, and departments under the Corporation.

According to the signed cooperation agreement, FPT Corporation would collaborate with Ca Mau Province to develop an action program and implementation plan for the digital transformation resolution, ensuring its alignment with the practical resources of both parties. Then, FPT would support the Ca Mau Province People's Committee in translating the action program into specific tasks and projects that align with FPT's capabilities and strengths, focusing on areas such as digital infrastructure, digital governance, and the development of digital applications for residents, businesses, and other sectors.

To promote the development of a smart city, FPT would support Ca Mau Province in building and reviewing initiatives and action programs.

The Corporation would also provide an overall assessment of the information technology system's current status in various agencies, units, and localities within the province to support the development of software systems for management purposes and evaluate indices such as departmental, sectoral, and local competitiveness (DDCI), provincial digital transformation index (DTI), public administration reform index (PAR index), satisfaction index of organizations and citizens (SIPAS), and provincial administrative and governance effectiveness index (PAPI).

The leaders of the People's Committee of Ca Mau Province and the leaders of FPT Corporation signed a cooperation agreement to promote comprehensive digital transformation, aiming to quickly make Ca Mau Province one of the provinces with rapid development in digital transformation, with three pillars: Digital Government, Digital Economy, and Digital Society.

For businesses in Ca Mau, FPT would plan to organize a program to help businesses and households sell products and collaborate in promoting Ca Mau's products nationwide through the Sendo e-commerce platform. Additionally, the Corporation would provide consulting services and deploy digital transformation applications for businesses.

Both parties would jointly organize digital transformation events for businesses and households and implement training programs for leaders, civil servants, and officials within the local government system, as well as for enterprises and individuals by legal regulations.

To develop digital governance, FPT would support Ca Mau Province in developing digital payment solutions for public service platforms, utility services, and commerce. It would also assist in data planning throughout the province, leading to the establishment of a centralized database repository. Both parties would also consider implementing a Smart Hospital Management System, Electronic Medical Record (EMR) system, and Picture Archiving and Communication System (PACS) shortly.

In the field of education, Ca Mau would create favorable conditions for FPT Education Organization to invest in high-quality, comprehensive schools, taking advantage of preferential socialized education policies, as well as FPT Polytechnic College. The Corporation would also research the current situation and provide digital transformation consulting services in education. Furthermore, it would collaborate with relevant departments and agencies to apply advanced technology and artificial intelligence in the teaching and learning process as well as build IT infrastructure for the education sector to enhance the quality of teaching, learning, and management.

Regarding the collaboration with FPT, Mr. Huynh Quoc Viet, Alternate Member of the Central Party Executive Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee, affirmed: "The leadership of Ca Mau is delighted to visit and learn about FPT's activities and discuss cooperation in the five years to strengthen digital transformation. In addition, Ca Mau and FPT are also striving to enhance cooperation in investment activities related to education, vocational training, and information technology development. Therefore, the leadership of Ca Mau hopes that FPT would promptly promote effective cooperation according to the agreed roadmap."

Mr. Huynh Quoc Viet, Alternate Member of the Central Party Executive Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of Ca Mau Province, made a statement at the event.

The leaders of Ca Mau Province also expressed gratitude to FPT Corporation for their support to children in difficult circumstances during the COVID-19 pandemic and for building a bridge of compassion within the provincial jurisdiction. In response to Mr. Huynh Quoc Viet's statement, FPT CEO Nguyen Van Khoa stated, "Today's signing demonstrates FPT's long-term commitment to Ca Mau. In areas like administrative procedure reform, digital transformation, and human resource development, FPT commits to working alongside the province, setting plans and goals, and achieving results in phases. FPT will also connect with foreign businesses in relevant fields such as agriculture and aquaculture to collaborate with Ca Mau in developing local advantages."

With the support of the Government and the leadership of provinces and cities nationwide, FPT has so far facilitated the signing of digital transformation cooperation agreements with 27 localities and provided digital transformation awareness training to tens of thousands of leaders at various levels across the country.
