Hue pioneers embedding e-wallet and payment gateway in the Digital Citizenship platform

On 30 October, at Dong Ba market, the Thua Thien Hue provincial People's Committee, in collaboration with FPT Corporation, organized the launch ceremony of the cashless payment solution named The E-wallet on Hue-S. Hue is the first locality nationwide to embed the e-wallet and the e-payment gateway in the local Digital Citizenship platform. Those solutions would help people pay bills and go shopping using QR codes on their familiar application (Hue-S) without switching to other applications or websites.

Attending the ceremony were Mr. Phan Ngoc Tho - Deputy Permanent Secretary of the Provincial Party Committee; Mr. Nguyen Van Phuong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Mr. Nguyen Thanh Binh - Standing Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Mr. Phan Thien Dinh - Standing Member of the Provincial Party Committee, Secretary of Hue City People's Committee; and local leaders of departments and units as well as FPT's executives.

As a seamless digital payment solution, The E-wallet on Hue-S is connected to 40 banks, allowing users to deposit, withdraw, transfer money and pay utility bills on the Hue-S application without forwarding through any other intermediaries. Moreover, the QR code feature on Hue-S has been merged with the payment feature, letting users scan QR codes to shop at more than 150,000 payment points nationwide.

The solution is the initial result of the digital transformation agreement between Thua Thien Hue Provincial People's Committee and FPT Corporation, signed during the Digital Transformation Week of Hue in August 2022. The E-wallet is embedded in Hue-S – the app for Thua Thien Hue people's daily use and tailored to meet local needs. After easy registration, users can transfer money to wallets or use ATM cards of 40 domestic and international banks to pay and shop smoothly and directly on the Hue-S app.

Starting from the end of August, the technicians of the Hue Department of Information and Communications and FPT Telecom (a subsidiary of FPT Corporation) completed the integration process and then began to introduce services to Hue people at the end of September. After three weeks of implementation, Hue now has more than 300 points accepting the E-wallet on Hue-S and 20,000 activated e-wallet accounts.

Speaking at the launching ceremony, Mr. Nguyen Thanh Binh, Standing Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, affirmed that digital transformation played a significant role in socio-economic development. Over the past period, the provincial leaders have promulgated action plans to accelerate e-government and digital transformation across sectors. The local leadership team significantly promoted the digital economy and society while synchronously and effectively executing policies to support agencies, organizations, and enterprises in the implementation of non-cash payments. "It is necessary to boost those e-commerce and payment solutions that Thua Thien Hue has implemented for a long time but has not reached the desired goals. This launch ceremony is expected to help accelerate cashless payments, particularly digital payments on the Hue-S platform. I hope government agencies, especially the Department Of Communications & Information Of Thua Thien Hue, will create the most favorable environment for developing non-cash payment. By 2025, we will strive to raise cashless payments in business to 45%."

Thanks to the integration of the digital payment solution into the Hue-S platform, small businesses and households in the Dong Ba market can increase sales and attract customers, improving the shopping experience. And people can also enjoy the 'digital life' brought by the seamless digital payment solution. Organizing the launching ceremony right at Dong Ba traditional market, leaders of the provincial People's Committee would like to send out a strong message to all people, businesses, and organizations, engaging them to change to modern means of payment with more utilities, thereby growing digital economy and digital society.

According to the Ministry of Information and Communications, Hue-S has so far had 793,050 app downloads, equivalent to 101.3% of the total provincial population using smart mobile phones with an average usage time of 34 minutes and 52 seconds per person per day. In 2021, there were 17,371,225 visits to Hue-S. The application has also attracted more than ten corporations, businesses, and organizations to integrate into the platform.
