Ministry of Planning and Investment officially operated the new National e-Government Procurement System on September 16

The new National e-GP system at https://muasamcong.mpi.gov was officially launched on September 16, 2022. There were many changes, including running on multiple browsers, meeting the goal of unified management of bidding information, and conducting online bidding to ensure safety, competition, fairness, transparency, and economic efficiency.

The new e-GP system was developed within the framework of the project "Application of e-commerce in government procurement" in the form of a public-private partnership (PPP) led by the Ministry of Planning and Investment (MPI). In particular, the Public Procurement Agency (under MPI), in coordination with FPT Information System Company Limited (as the investor) and the Investment and Development of National E-Procurement System Company Limited - IDNES (as the project enterprise), put the system into operation on September 16, 2022.

Accordingly, starting from September 16, the organizations must publish plans, projects, bid invitation notices, and conduct the contractor selection on the new e-GP system in accordance with the provisions of Circular 08/2022/TT-BKHDT dated May 31, 2022, and Circular 10/2022/TT-BKHDT dated June 15, 2022. For bidding packages that have issued documents before September 16 on the old e-GP system (using Internet Explorer browser), contractor selection will continue on the old e-GP system at http://muasamcong.mpi.gov.vn. These are indicated as follows:

For approved bidding packages applying online contractor selection and E-HSMT preparation following Circular No. 04/2017/TT-BKHDT, Circular No. 05/2020/TT-BKHDT:

a) In case the bidding package has posted E-HSMT to the old e-GP system before September 16, 2022, the contractor selection shall comply with the posted E-HSMT and the corresponding regulatory provisions. In this case, the opening of bids and publication of information during the contractor selection process is carried out on the old e-GP System.

b) In case the bidding package has not established E-HSMT or has already prepared and approved E-HSMT but has not posted E-HSMT on the old e-GP system, it must be amended and re-approved according to the provisions of Circular No. 08/2022/TT-BKHDT and posted on the new e-GP system.

For approved bidding packages without applying the online contractor selection method:

a) In case the bidding package has posted the bidding documents to the old e-GP system before September 16, the contractor selection shall comply with the issued bidding documents and the corresponding regulatory provisions;

b) In case the bidding package has not yet prepared the bidding dossier or has already designed and approved the bidding dossier before September 16 but has not yet posted the bidding dossier to the old e-GP system, it must be amended and re-approved in accordance with Clause 8, Article 39 of Circular No. 08/2022/TT-BKHDT and posted on the new e-GP system.

For participation in the new system, entities should ensure the validation and update of account information. Previously, the MPI announced that the concerned entities, including the bid solicitors and the contractors, must switch the registration account from the old to the new e-GP System and complete the information updates starting from July 1, 2022. As a result, multiple entities have completed the switching process to help standardize, update and clean up account information and combine duplicate accounts, contributing to the new e-GP System's readiness before the official operation.

A further significant difference in the new e-GP System is the use of a public digital certificate in place of the one already used on the old system. Accordingly, users must use public digital certificates to authenticate contractor and investor selection information instead of specialized digital certificates. However, users can use the all-in-one public digital certificates on different public service systems of the Government, such as electronic tax declaration, electronic social insurance record declaration, and electronic statistical declaration.

The new e-GP system is also acceptable and compatible with most public digital certificates provided by providers licensed by the Ministry of Information and Communications (MIC) and made public on the MIC's website (NEAC).

The new e-GP system is designed with 11 components, including Portal; User Management; Call Center; e-Bidding, e-Shopping Mall, e-Contract Management, e-Payment; Item list; e-Document; Supplier's Performance Management; e-Guarantee.

The new e-GP System aims to manage the electronic procurement processes from updating project information, contractor/investor selection plan, issuing bidding documents, submitting bids, opening bids, evaluating contractor ratings, publicizing bidding results to negotiating and signing e-contracts, monitoring and managing the contract implementation process.
